NOLSW Endorses Michigan Tenants' and Housing Rights Bills

NOLSW has endorsed the following bills to support tenants in Michigan.

Sen. Sarah Anthony of Lansing introduced bills (SB 900-903) to affirm and strengthen renters’ Right to Organize a tenants union, and Right to Repair our homes while deducting expenses from the next rent check.
Fair Chance Access to Housing Act (HB 4878)
Homeless Bill of Rights (HB 4919)
Rent Control Preemption Repeal (HB 4947)
HB 4298-4304 Protecting Manufactured Home Residents
Rep. Amos O’Neal of Saginaw introduced a package of 15 bills (HB 5753-5767):
  1. 5753 notice period to terminate a tenancy for nonpayment of rent; increase [to 14 days]
  2. 5754 redemption time period for tenancy; modify [judgment period to 14 days before a writ may issue.]
  3. 5755 sealing court records of evictions.
  4. HB 5756 termination of tenancy; establish grounds of good cause. 
  5. 5757 cross-reference to summary proceedings to recover possession of premises provision
  6. 5758 form containing summary of tenant's rights; require state court administrative office to provide.
  7. 5759 form containing summary of tenant's rights; require the department to make available to the public.
  8. 5760 form containing summary of tenant’s rights; require the authority to make available to the public.
  9. 5761 notification of defective conditions on premises and time limits for landlords to commence repairs; provide. [24 hours to fix hot or cold water, plumbing fixtures, heat, or electricity; 72 hours to fix refrigerator, the range or oven, or other appliances; 10 days for other repairs]
  10. 5762 cross-reference to the revised statutes of 1846; remove. 
  11. 5763 provision for tenant to escrow rent when certificate is withheld pending compliance; modify.  [duty to pay rent waived 72 hours after a certificate of compliance is withheld.]
  12. 5764 rent abatement remedies and award of attorney fees; modify. 
  13. 5765 award for unlawful eviction; modify. [$2k or $200/day.]
  14. 5766 methods of communication between landlords and tenants; update. (digital option for both landlords and tenants)
  15. 5767 cross-reference to summary proceedings to recover possession of premises provision; update.
