Rules Governing Introduction of Resolutions

Resolutions call attention to a problem and a need for action on a particular issue. They are a source of policy for NOLSW and local units. If adopted at the NJC, resolutions become the policy of the Union nationally, empowering NOLSW Staff to engage in legislative advocacy, work in coalition with other organizations and otherwise take appropriate action in support of the goals of the resolution.

Resolutions may be submitted by any National Officers and/or NJC representatives. Anyone wishing to submit resolutions for consideration at the upcoming National Joint Council meeting may do so according to the rules set forth below. Resolutions which are submitted in accordance with these rules shall be considered at the NJC business plenary on Wednesday, January 24, 2018.

1. A Resolutions Committee will be established, comprised of the NOLSW President, who shall serve as the Chairperson of the Committee, the National Vice-Presidents and the Regional Vice-Presidents of NOLSW. The Regional Vice-Presidents may designate another representative for their region from among registered delegates to the NJC.
2. Resolutions shall be e-mailed to NOLSW President at gedeane@nolsw.org, and must be received no later than 5:00 PM Eastern time, Friday, December 22, 2017. All resolutions submitted by the deadline will be considered by the Resolutions Committee.
3. Resolutions may be submitted after the December 22nd deadline, but shall be considered by the Resolutions Committee only if sponsored by ten (10) National Officers and/or NJC representatives from at least five (5) NOLSW units. Resolutions submitted at the NJC pursuant to this section shall be delivered to the Resolutions Committee mailbox at the NJC registration table no later than 1:00 PM, Tuesday, January 23, 2018.

The Resolutions Committee shall meet Thursday, January 4, 2018 by telephone conference to review and vote on resolutions submitted by the December 22^nd deadline. Resolutions approved for consideration will be distributed electronically to all registered delegates on or about January 10, 2018.
